White responds with (c4)
This position in the Scandinavian defense, modern variation starts when white responds with (c4) defending the pawn on (d5).
Now, the best response for Black is (c6) and if white falls into our trap by capturing it then we are winning for sure.
If Black takes then do the following moves
dxc6 Nxc6
Nc3 Bg4
f3 Bc8
Now white is ahead in development and even though he is down a pawn but still has a great position. See stockfish evaluation for this position for youself! You can see yourself that black is winning.
You can follow the game by playing (e5) and then developing your bishop. Then simply castle Kingside.
